1. Spray a baking pan with nonstick spray and preheat the oven to 350°F.
2. In a large mixing bowl, thoroughly combine the egg, onion and bread crumbs. Add the ground beef, 1/2 cup of ketchup, red pepper, parsley, salt and pepper and mix to combine.
3. Form the meat mixture into a loaf and place it on the prepared pan. Spread a 1/4 cup of the remaining ketchup on top of the meatloaf and bake until cooked through, about 45 minutes to 1 hour. Remove from the oven and let stand for 10 minutes before serving.
