1. Preheat oven to 350?F.
2. In a medium saucepan, bring the water or stock to a boil in a saucepan, and add the quinoa and olive oil. Lower the heat, cover the pan, and simmer until the liquid is absorbed and the outer rim of the germ is visible, about 12 minutes. Turn off heat, fluff quinoa with a fork, and let stand uncovered for 5 minutes.
3. In a large serving bowl, mix the cooked quinoa with the capers, parsley, and pepper to taste. Sprinkle with parmesan cheese and serve.
